Nicolas Gharbi

Biography

Nicolas Gharbi is a policymaker with extensive experience in urban and territorial development and city diplomacy.  He has a background in urban and regional planning, as well as financing and integrated management, with extensive expertise in the multilateral landscape of urban policymaking and financing in Europe and internationally.

Lately he has been Advisor to the Spanish Presidency of the Council of the European Union in charge of urban related matters for the Presidency and Ministerial agenda. He has been the cabinet´s Principal Advisor for City Diplomacy and International Affairs, at the City of Madrid for two mandates of different political families. Previously, he was Policy Coordinator for Global Urban Policy at the European Commission (between 2012 and 2019), being the lead negotiator of the European Union for the New Urban Agenda and urban related dimension of 2030 Agenda. At the beginning of his career, he has worked for the Council of European Municipalities and Regions as well as for the Italian Ministry of Foreign Affairs. Nicolas is also an expert of several programs and working groups, including Commissioner of the UN SDNS Urban SDG Finance Commission.
