  1. who have been educated in any Victorian State post-primary educational institution for at least five consecutive years before the award of the scholarship,
  2. who are aged less than 18½ on 1 January in the first year of the scholarship, and
  3. whose parents' joint gross weekly income is not more than $637.50.
Special Conditions: Scholarship recipients must not be entitled to any other scholarship or form of assistance or reside at any residential college. Renewal of the award annually depends upon satisfactory academic progress.
