3.4 - Buildings and Estates Committee

The Buildings and Estates Committee exercises governance responsibilities on behalf of Council in the oversight of the planning, development and stewardship of the University’s real property and physical assets.

I. MEMBERSHIP

Chairperson – an external member of Council, appointed by Council
Up to two members of Council, appointed by Council
Vice-Chancellor or nominee
President of the Academic Board or nominee
Chairs of the Building Design Review, Heritage and Landscape and Open Space Sub-Committees
Senior Vice-Principal or nominee
A nominee of the Committee of Convocation
President of the University of Melbourne Student Union(UMSU) or nominee
President of the University of Melbourne Graduate Student Association (GSA) or nominee

II. TERMS OF REFERENCE

The functions of the Buildings and Estates Committee are:

  1. To recommend to Council development of and changes to Master Plans for all the University’s campuses, and monitor and report to Council on the implementation of those plans;
  2. To advise Council on the appropriateness of the exterior design of proposed new buildings, building developments or refurbishments at the University’s campuses, including significant interior design, having regard to the terms of the relevant Master Plan;
  3. To advise Council on and make recommendations for the stewardship and development of the buildings, open spaces and infrastructure at the University’s campuses, including consideration of and advice to Council on capital project and infrastructure priorities and the related annual infrastructure program;
  4. To monitor and advise Council on the likely impact that proposed buildings, land use and infrastructure projects at the University are likely to have on external communities, the likely impact on the University of land use and associated developments in areas adjacent to it;
  5. To make recommendations to Council with respect to naming policy regarding buildings and facilities and to exercise such authorities as are conferred on it in accordance with that policy;
  6. To make recommendations to Council with respect to signage policy for the University;
  7. To receive advice and reports from the Building Design Review, Heritage and Landscape and Open Space Subcommittees.

III . DELEGATIONS

The Committee holds the following delegated authorities:

  1. To approve the inclusion in a register for University purposes of names of architects and consultants from whom appointments to specific projects may be made;
  2. To approve the inclusion in a register for University purposes of the names of builders and contractors for the purpose of inviting tenders;
  3. To establish such subcommittees and working groups as it finds necessary to carry out its functions.
