To describe the process for establishing, implementing and maintaining EHS Management Plans with objectives and targets for each functional level within the University of Melbourne.
This procedure applies to all staff and students at all of the University of Melbourne's campuses and each of the University's wholly owned entities.
Overall EHS goal (quantifiable where practicable), arising from the OHS Policy and/or Environment Policy that the University, Faculty (Budget Division) sets itself to achieve.
A detailed performance requirement (quantified where practicable) pertaining to the organisation, that arises from the EHS objectives and that needs to be met in order for the objectives to be achieved.
Quantitative or qualitative measurements that give an indication of progress against a specific EHS objective or target.
A documented plan detailing a strategy or series of strategies required to be undertaken to achieve established OHS objectives and targets.
A documented plan detailing a strategy or series of strategies required to be undertaken to achieve established Environmental objectives and targets.
A documented plan detailing an action or series of actions required to be undertaken to achieve established EHS objectives and targets. An EHS Management plan should include the following information:

EHS Target(s)/Proposed action(s)
Key Performance Indicator
Timeframe or date by which planned action(s) should be completed
Responsible officer for ensuring planned action(s) are completed
A person or group of persons with interest in the university's operations and may include staff, students, contractors, visitors and the community.
The General Manager, EHS shall prepare draft University-wide OHS and Environmental strategic plans. The General Manager, EHS shall ensure that the OHS and Environmental strategic plans take into consideration:
University's OHS and Environment legal requirements
Other Environmental requirements resulting from university declarations or formal commitments
OHS hazards, risks and significant environmental aspects
Operational and business requirements
Consultation with staff and students and the views of interested parties
The General Manager, EHS shall, where practicable, ensure that objectives and targets contained in OHS and Environmental strategic plans are:
Consistent with the University's OHS and Environmental policies;
Measurable and consistent with improving OHS and Environmental performance;
Consistent with a goal of continual improvement
The General Manager EHS shall publish on the EHS Website, draft versions of new or altered OHS and/or Environmental strategic plans for the purpose of:
Consultation with staff for the OHS strategic plan; and
Seeking the views of interested parties for the Environmental strategic plan.
The General Manager, EHS shall advise OHSC members, EHS management representatives and HSRs of the publication of the draft OHS strategic plan on the EHS Website.
The General Manager EHS shall take into account feedback provided by:
Those consulted for OHS strategic plans; and
Interested parties for Environmental Strategic Plans
and shall submit the final draft OHS and/or Environmental strategic plan to RMC for endorsement by the University.
The General Manager, EHS shall publish new or altered OHS and Environmental Strategic plans endorsed by the RMC on the EHS website.
The General Manager, EHS shall monitor the progress of university-wide objectives and targets and endorsed OHS and Environmental strategic plans.
The General Manager, EHS shall report on progress to OHS and Environmental strategic plans annually according to the following table:

The Dean (Vice Principal) shall ensure that draft Faculty (Budget Division) EHS Management Plans are developed and take into consideration:
The University's OHS and Environment legal requirements
Other Environmental requirements resulting from University declarations or formal commitments
OHS hazards, risks and significant environmental aspects

Consultation with Faculty (Budget Division) EHS committee and the views of interested parties
The Dean (VP) shall ensure that, where practicable, objectives and targets are:
Consistent with the University's OHS & Environmental Policies;
Measurable and consistent with improving OHS & Environmental performance;
Consistent with a goal of continual improvement; and
Consistent with the University-wide OHS and Environmental Strategic plans.
Faculty/Budget Division EHS Management Plan Template.
The Dean (Vice Principal) shall ensure that the Faculty (Budget Division) EHS Management Plan is submitted to the Faculty EHS Committee for consultation.
The Dean (Vice Principal) shall ensure that feedback provided by the Faculty (Budget Division) EHS committee is taken into consideration prior to endorsing the Faculty (Budget Division) EHS Management Plan.
The Dean (Vice Principal) shall ensure that the progress towards Faculty (Budget Division) EHS objectives and targets established EHS Management plans are monitored and reported to the Faculty (Budget Division) EHS Committee and the General Manager, EHS at least annually.
