About the Copyright Monitoring Survey

From 13 May - 23 June 2013, the University is required to participate in a copyright monitoring survey. The survey is mandatory; it is a legal obligation under Part VA of the Copyright Act. Part VA allows staff to copy and make TV and radio broadcasts available on the LMS or give copies to students for educational purposes. The Part VA licence is essential for teaching and learning, and there are certain obligations, such as participating in the copyright monitoring survey, that the University must meet to be able to use it.

The purpose of the survey is to collect information about which broadcasts are being copied or used so that royalties can be paid to creators for broadcasts that the University uses for teaching. The University pays a substantial annual fee to be able to use the Part VA licence. Screenrights collects the annual fee and then distributes the fee to creators and copyright owners as royalties.

It is important that the University meet its obligations during the monitoring period. We need to get it right the first time, or face the prospect of doing it again and meeting Screenrights' costs in repeating the process. The Copyright Office will work closely with the departments who have been selected for the survey to ensure we all successfully complete the survey.

The survey is being conducted by Nielsen on behalf of Screenrights.

Who’s participating in the survey?

Not all University staff will be participating in the survey. Only selected departments will be required to participate and a list is available here. We will also be contacting those departments shortly.

 

Copyright Survey Coordinators

All areas participating in the survey need to appoint a Copyright Survey Coordinator. The Coordinator acts as a central point of contact and a local expert for the other staff in their area. Coordinators will be appointed once departments have been selected.

 

What do Staff Have to Do?

During the survey period we will ask all selected teaching and appropriate administrative staff (but not students) to declare whether they have made or communicated any copies oftelevision or radio broadcasts for educational purposes. If staff have made or communicated copies then we ask that details of the program(s) be provided.

This will be done through the Nielsen online survey system. Once every fortnight during the survey period staff will receive an email containing a link to their survey account. Clicking on the link will take the staff member into the system, where they will answer a couple of quick questions on their copying and communication activity.
