Professor Frank Larkins was appointed Deputy Vice-Chancellor (International) at the University of Melbourne in January 2006.  With the restructure of his portfolio, the title changed to Deputy Vice-Chancellor (Global Relations) as of June 2008. He also holds the positions of Professor of Chemistry and Chief Scientist, Energy for the Victorian Government, Department of Primary Industries.  His previous appointment, from 1990 to 2005 was Deputy Vice-Chancellor (Research).  He has also served as Dean of Science (1997-98) and Dean of Land and Food Resources (2005).

Professor Larkins is a graduate of the University of Melbourne (BSc(Honours) MSc, DSc and B.Ed) and of Oxford University (Diploma Advanced Mathematics, D.Phil).  He is a Victorian Rhodes Scholar, Wadham College Senior Scholar, Queen Elizabeth II Fellow and Fulbright Senior Scholar.  He has held academic appointments at Battelle Institute, Columbus, USA, Monash, Tasmania, Oregon and Melbourne Universities.

Professor Larkins has published more than 200 papers in the fields of theoretical chemical physics, catalysis, coal chemistry, materials and fuel science.  He has a strong interest in education, science and energy policy.  He has received several awards and prizes for his scientific work.

Professor Larkins has been elected to Fellowships of the Australian Academy of Science, The Australian Academy of Technological Sciences and Engineering, the Royal Australian Chemical Institute, the Australian Institute of Physics and the Australian Institute of Energy.  He has served as President of the Federation of Australian Scientific and Technological Societies, President of the Royal Australian Chemical Institute and Honorary Secretary and Vice President of the Australian Academy of Technological Sciences and Engineering.  He has been a member of several State and Federal committees related to the advancement of education, energy, science and technology.  Currently he chairs the National and the International Scientific Advisory Committees for the Australian Synchrotron Project.

Professor Larkins was awarded Full Blues by the University of Melbourne and Oxford University for athletic achievements.  He received, in 1977, the Queen Elizabeth II Silver Jubilee Medal for distinguished services to athletic administration.  He was made a Member of the Order of Australia in 2001 and received the Centenary Medal from the Australian Government in 2003.
