Recitals
- By section 18 of the Melbourne University Act 1958 power is conferred on the University to make and alter statutes for the affiliation to or connection with the University of any college or educational establishment subject to certain conditions set out in that section.
- The Turning Point Alcohol and Drug Centre Incorporated ("the Centre") was incorporated on 21 April 1994 under the provisions of the Associations Incorporation Act 1981 for the following purposes-
- to act as a principal source of advice on policy and program development in the alcohol and drug field to government, public sector and private service providers;
- to promote the development and encourage the use of innovative intervention strategies for alcohol and drug problems;
- to enhance the expertise of alcohol and drug practitioners;
- to provide high quality and effective clinical services in acute and non-acute environments to people with drug and alcohol problems;
- to enhance public awareness of the effects of alcohol and drug use and of available alcohol and drug services;
- to contribute to state, national and international debates and forums in the drug and alcohol field;
- to provide and foster the development of undergraduate and postgraduate education and training and information services in drug and alcohol related areas;
- to undertake research, including epidemiological and clinical research in relation to drug and alcohol use;
- to publish and disseminate research findings and information arising from the work of the Centre; and
- to undertake commercial exploitation of any research undertaken and discoveries and intellectual property rights owned by the Association and to distribute any moneys derived from its ownership as it thinks fit in accordance with its purposes.
- By an Agreement dated 21 December 1994 the Centre and theUniversity have agreed to the affiliation of the Centre to the University.
- The Centre has consented to the provisions of this statute.
Affiliation of the Centre
9.43.1 (1) The Centre is an educational establishment affiliated to the University for the purposes of-
- promoting the teaching and supervision of undergraduate and postgraduate students of the University and providing facilities therefor;
- promoting and encouraging appropriate research amongst students and providing facilities therefor;
- promoting a co-operative effort between staff of the Centre and University staff towards teaching by the University and research in areas of common interest; and
- promoting and encouraging appropriate research between members of staff of the Centre and members of staff of the University and providing facilities therefor.
(2) Nothing in this statute requires the University to bear any part of the cost of the provision of facilities for teaching or research work at any of the Centre's premises.
(3) This affiliation ceases on the termination of the Agreement referred to in recital 3.
