Regulation 8.1.R13 - Melbourne University Bookshops

Establishment

  1. There is a department within the University known as Melbourne University Bookshops.

Interpretation

  1. In this regulation-
    The Melbourne University Bookshops are referred to as ‘the bookshop

Objectives

  1. The objectives of the bookshop are-
    1. To work closely with departments to supply students with teaching and text materials to meet course and research requirements at affordable prices.
    2. To actively source information globally to provide support material for researchers, including the latest scholarly monographs and trade titles for academics and the wider community.
    3. To seek out opportunities for e-commerce including electronic publishing, publishing on demand and digital delivery.
    4. To maintain a high quality campus bookstore website and provide new services electronically as they evolve.
    5. To provide an efficient and courteous service and procure a wide range of ancillary goods and services appropriate to a campus-based business for retailing to its customers from the University and wider community.
    6. To exploit synergies with Melbourne University Publishing Limited to ensure that the University and its staff receive adequate commercial reward for their intellectual property.
    7. To operate on a commercial basis and return a profit to the University

Board of management

4. (1)

Council must establish a board of management of the bookshop comprising-

  1. up to three persons with relevant industry experience appointed by Council, one of whom is to be chairperson;
  2. two persons with appropriate expertise appointed by the President of the Board;
  3. the vice-chancellor or nominee;
  4. the chief financial officer of the University; and
  5. the chief executive officer of the bookshop;
(2) The quorum for a meeting of the board of management is four members.

Chief Executive Officer

(1) Council must appoint a chief executive officer who will manage the bookshop subject to the direction of the board of management.
(2) Notwithstanding section 8 below, the chief executive officer may, with the consent of the board of management, engage any persons whose services may be required for the purposes of the bookshop

Powers and duties of the board of management

  1. The board of management must-
    1. meet at least four times in each year and more frequently if considered necessary by the board or the chief executive officer;
    2. cause proper accounts to be kept;
    3. cause the accounts of the bookshop to be balanced annually to the thirty-first day of December each year and to be presented to Council for submission to the Auditor-General within eight weeks of that day;
    4. subject to this regulation, exercise any powers necessary or incidental to carrying out the objectives of the bookshop; and
    5. have any other powers and duties conferred or imposed on it by a statute or by any other regulation.

Committees of the board of management

  1. The board of management may appoint such committees as it deems necessary.

Staff

  1. Council may appoint such officers to the bookshop, on such terms and conditions, as it considers appropriate
