Regulation 6.1.R11 - The Nossal Institute For Global Health

Establishment of the School

  1. The Nossal Institute for Global Health ('the school’) is hereby established as a school within the faculty of Medicine, Dentistry and Health Sciences ('the faculty’).
  2. The school is named in recognition of the achievements and the continuing contribution to global health by Professor Emeritus Sir Gustav Nossal AC CBE FAA FRS, one of Australia’s most distinguished scientists and eminent alumnus of the University of Melbourne. Sir Gustav has made major contributions in fundamental immunology, led the Walter and Eliza Hall Institute of Medical Research to its current eminence and played key roles in the establishment and development of the World Health Organisation’s tropical diseases research program and work in vaccines and immunisation.

Purpose and Functions

  1. The objective of the school is to bring together expertise in research, education, knowledge transfer, health development and practice in medicine, dentistry, health sciences and other related fields so as to improve global health. This objective will be achieved by:
    1. promoting co-ordination and support of appropriate undergraduate and postgraduate teaching, research and training activities;
    2. encouragement and consideration of proposals for research projects, particularly joint and collaborative research projects across the faculty and the University;
    3. providing service delivery;
    4. designing and implementing research projects in areas relating to global health; and
    5. provision of advice to the faculty on any matter which it considers appropriate relating to the global health and the overall objectives of the school.

Academic Structure

  1. The school has the following academic structure-
    1. a head of school, who is also the director;
    2. a deputy head of school, who is also the deputy director; and
    3. staff.

Head of School

  1. (1) The head of school shall be appointed by Council on the advice ofthe vice-chancellor. In preparing that advice the vice-chancellor shall consult with the dean of the faculty who shall receive advice from members of the school. Where the dean of the faculty is a candidate for appointment as head of school, the vice-chancellor shall consult directly with members of the school.

(2) The head of school is responsible for the business of the school. The head of school is responsible to the University through the faculty for implementing the policies determined by the University generally, by the faculty, and by the school, and for ensuring that the school fully discharges its academic and administrative functions in accordance with the statutes, regulations, policies and procedures of the University. The head of school is to keep the school executive committee informed on matters relating to management and governance functions.

Deputy Head of School

  1. (1) The deputy head of school shall be appointed by Council on the advice of the vice-chancellor. In preparing that advice the vice-chancellor shall consult with the dean of the faculty and the head of school who shall receive advice from members of the school. Where the dean of the faculty is a candidate for appointment as deputy head of school, the vice-chancellor shall consult directly with the head of school and members of the school.

(2) The deputy head of school is to act as head of school during the absence of the head of school for a period of five days or more or at the request of the head of school for any period less than five days.

Advisory Council

  1. The head of school may establish an advisory council to provide strategic, high level policy and scientific advice and to promote the interests of the school.

School Executive Committee

  1. The head of school is to be assisted by a school executive committee comprising the head and deputy head of school, at least two members of the academic staff of the school and the senior administrative officer of the school. The school executive committee shall meet at least four times per year.

Staff

  1. After consultation between the head of school and the dean of the faculty,and subject to the statutes, regulations, policies and procedures of the University, Council shall appoint such professors, readers and teaching and research officers to the school as it considers appropriate.

Administrative Structure

  1. The school has the following administrative structure-
    1. The school shall have a senior administrative officer and such other professional staff as are required.
    2. The senior administrative officer is responsible to the head ofschool for the preparation of budgets and the control of finance, the deployment and supervision of professional staff resources and the consideration of needs for equipment, teaching, training and research.
