Recitals-

Miriam Esther Kefford, late of 54 Story Street, Parkville in
the State of Victoria, who died on 22 December 1946 directed her
trustees on the death of her sister Elizabeth Rachel Kefford,
to set aside a sum of £500 and to hold the same upon the following
trusts namely:
"To pay the net income arising therefrom by annual instalments
in perpetuity to the Vice-Chancellor for the time being of the
University of Melbourne in the said State to be used by him together
with the net income arising from a similar sum of Five Hundred
Pounds provided by my said sister Elizabeth Rachel Kefford in
her last will at his discretion for the purpose of a scholarship
or scholarships either annual or otherwise to assist the musical
education of children of British subjects by birth resident in
the said State at the Conservatorium of Music controlled by the
said University."

Elizabeth Rachel Kefford, also late of 54 Story Street, Parkville
died on 2 September 1962 and directed her trustees to set aside
the sum of £500 and to hold the same upon the following trusts:
"To pay the net income arising therefrom by annual instalments
in perpetuity to the Vice-Chancellor for the time being of the
University of Melbourne in the said State to be used by him together
with the net income arising from a similar sum of Five Hundred
Pounds provided by my said sister Miriam Esther Kefford in her
last will at his discretion for the purpose of a scholarship or
scholarships either annual or otherwise to assist the musical
education of children of British subjects by birth resident in
the said State at the Conservatorium of Music controlled by the
said University."

In 1983 the Union Fidelity
Trustee Company of Australia Ltd. transferred the capital of the
fund to the University. |

The purposes for which the Conservatorium was established are
now carried out by the faculty of Music and the name "University
Conservatorium of Music" has been discontinued.

Miriam Esther Kefford and Elizabeth Rachel Kefford each declared
it to be her wish:
"(i) That the said scholarship or scholarships shall be known
as the "M. & E. Kefford" scholarship or scholarships.
(ii) That the terms and conditions thereof shall be determined
by the said Vice-Chancellor.
(iii) That the same so far as possible shall be awarded to
persons of special character and ability desirous of qualifying
themselves for musical careers who may by reason of the financial
circumstances of themselves or their parents be hampered in
so doing."

It is provided as follows-
|

Income received by the University through the Vice-Chancellor
from the trusts created by the wills of M.E. Kefford deceased
and E.R. Kefford deceased must be used to provide a scholarship
to be known as the "M. and E. Kefford Scholarship".

- (a) The scholarship is awarded by the Council on the
recommendation of the Vice-Chancellor after consultation with
the faculty of Music ("the faculty"),
(b) In the course of such consultation the faculty must
advise the Vice-Chancellor as to the candidate's need for financial
assistance.
- The Council may upon the recommendation of the Vice-Chancellor
award in any year more than one scholarship, in which event
each such scholarship must be known as "M. and E. Kefford Scholarship"

The scholarship is open to competition only among such persons
as, in the opinion of the Vice-Chancellor, are children of British
subjects by birth resident in the State of Victoria who are pursuing
or undertake to pursue in the faculty,
- the study of any subject or subjects; or
- a course of study for any degree in music.

The scholarship may be awarded to a candidate
notwithstanding that the candidate has previously competed for,
or has previously been awarded, the scholarship. |

The annual value of the scholarship is
as determined from time to time by the Council on the recommendation
of the Vice-Chancellor. |
| 6 |
The tenure of the scholarship is one year
or for such further period as may be determined by the Council on
the recommendation of the Vice-Chancellor. On the recommendation
of the Vice-Chancellor the Council may terminate the scholarship
if the scholar does not carry out his or her proposed programme
of study satisfactorily. |

In any particular year the fund may be
used, both as to income and as to capital, to supplement the amount
available for expenditure in accordance with the provisions of section
5. |
