R6.67 – The John Balfour Memorial Scholarship

Recitals-

  1. Lewis John Balfour, Ella Nerrina Balfour, Phyllis Eyres Read and Beverley Eyres Balfour of Toorak in Victoria presented to the University the sum of £2,000 for the purpose of founding a scholarship in memory of the late John Eyres Balfour, a sub‑lieutenant of the Royal Australian Naval Volunteer Reserve and a bachelor of Electrical Engineering of the University, to be known as the ‘John Balfour Memorial Scholarship’-

    ‘Which shall be available to officers and men who are serving or have served in the Royal Australian Navy or the Royal Navy or the Australian or British Merchant Navy or to the sons of officers and men who have thus served while attending an Engineering or Metallurgical course at the Melbourne University.’

  2. The donors expressed a wish that ‘the selected student should be helped throughout his course rather than for a short period’ and that no woman should be eligible for an award.
  3. The sum of £2,000 increased to $9,810 at 31 December 1994.

  4. On 31 October 2002 the Attorney General of Victoria made an Order concerning the terms of the gift that: ‘The Scholarship be open for award to both men and women enrolled in Engineering or Engineering Science provided that preference be given to any candidate who satisfies the original conditions of the donors.’

It is provided as follows-

  1. The sum of $9,810 and any additions and accumulations to the sum forms a fund called the ‘John Balfour Memorial Scholarship’ (‘the fund’) and the fund must be paid into an investment pool and remain there until the Council directs otherwise.

  2. The scholarship is open to candidates who are pursuing a course in Engineering or Engineering Science at the University provided that preference will be given to men or women who are serving or have served in the Royal Australian Navy or Royal Navy or the Australian or British Merchant Navy or are sons or daughters of men or women who have thus served.
  3. The scholarship is awarded by the Academic Board on the recommendation of the faculty of Engineering to the candidate who in the opinion of the Board is best fitted to discharge the duties thereof.
  4. Preference must be given to candidates who are commencing their course at the University but if there are no suitable applicants in this category the scholarship may be awarded to a student in the Second or Third Year of the course.
  5. The tenure of the scholarship is the duration of the course for a scholar beginning his course or for the remainder of the course for a scholar in a higher year when appointed, but the tenure is dependent on the scholar making progress which is considered satisfactory by the Academic Board.
  6. The emoluments of the scholarship are the net income of the fund during the preceding year.
  7. The scholarship is advertised as available whenever the tenure of a scholar expires and if on any occasion no award is made then in the next succeeding year.
