Regulation 5.1.R4 - Board of The Faculty of Land and Food Resources

Establishment of the board

  1. Pursuant to Statute 5.1.7(4), Council considers it appropriate to establish a faculty committee within the faculty of Land and Food Resources (‘the faculty’).
  2. Council hereby establishes a faculty committee within the faculty known as the ‘board’.

Composition of the board

  1. (1) The board comprises-
    1. nine persons who together possess outstanding expertise in the fields serviced by the faculty, including food and agriculture, agribusiness, forestry, resource management and conservation, horticulture, education, training, research and corporate governance;
    2. the dean of the faculty; and
    3. one person appointed by Council.

(2) Members of the board pursuant to section 3(1)(a) are appointed by Council on the recommendation of the vice-chancellor who will be advised by a search committee established by the vice-chancellor after obtaining advice from the board.

(3) Members of the board appointed by Council are appointed for three years, except that at the time the first appointments are made pursuant to section 3 (1) (a), three members must be appointed for three years, three members for two years and the remainder for one year. Retiring members may be reappointed for a further term.

(4) Council annually appoints a chairperson of the board from amongst the members appointed pursuant to section 3(1)(a) and section 3(1)(c), on the recommendation of the board.

Functions of the board

  1. The functions of the board are to-
  1. provide strategic policy advice and support in relation to the faculty’s education and training, research, commercial and community relations programs;
  2. monitor the performance of the faculty against annual operational and financial plans;
  3. review industry and community needs for vocational education and training and higher education courses offered by the faculty;
  4. monitor the delivery of the vocational education and training programs of the faculty;
  5. monitor and provide advice on the farms and other commercial operations of the faculty;
  6. advise and support the dean in promoting the programs of the faculty within regional Victoria and with industry; and
  7. participate in the selection committee convened to recommend appointment of the dean of the faculty.

Powers and duties of the board

  1. The following powers and duties apply to the board–
  1. it regulates its own proceedings;
  2. it may constitute such committees as it deems necessary for the efficient transaction of its business, and may delegate any of its powers, except the power of delegation, to the dean or any such committees;
  3. it meets as and when required, but not less than twice in each semester;
  4. the quorum for a meeting of the board is not less that one–half of its total membership;
  5. a resolution of the board is carried only if a majority of the members present vote in its favour;
  6. the chairperson or other member presiding at a meeting has a deliberative, but not a second or casting vote.
