Regulation 5.1.R1 - Made Under Statute 5.1 (section 1)

Establishment of faculties

  1. The following faculties are hereby established-
    1. Architecture, Building and Planning
    2. Arts
    3. Economics and Commerce
    4. Melbourne School of Engineering
    5. Melbourne School of Land and Environment
    6. Medicine, Dentistry and Health Sciences
    7. Music
    8. Science
    9. Veterinary Science
    10. Victorian College of the Arts


Graduate schools established as faculties

  1. The following graduate schools are hereby established as faculties as provided for in section 5.1.2(1)(b) of Statute 5.1 -

    1. Melbourne Graduate School of Education
    2. Melbourne Law School

Establishment of other graduate schools

  1. The following other graduate schools are hereby established as provided for in section 5.1.2(4) of Statute 5.1 as if they were schools established pursuant to Statute 6.1
    1. Melbourne School of Design
    2. Melbourne Graduate School of Management
    3. Melbourne Graduate School of Science

Membership of faculties referred to in sections 1 and 2 of this Regulation

  1. The faculties referred to in sections 1 and 2 of this Regulation have the following membership- -
  1. ARCHITECTURE, BUILDING AND PLANNING
    1. the professors in the departments of the faculty
    2. the dean, deputy dean and associate deans of the faculty
    3. eight members elected by and from the full-time and fractional full-time members of staff of the faculty of the status of lecturer and above who have held that appointment for at least one year
    4. two members elected by and from the part-time members of the staff who are designated by the dean of the faculty to be lecturers in charge of subjects taught in the faculty
    5. one member of the faculty of Arts nominated annually by that faculty
    6. one member of the faculty of Melbourne School of Engineering nominated annually by that faculty
    7. one member of the faculty of Economics and Commerce nominated annually by that faculty
    8. one member of the Melbourne Graduate School of Education nominated annually by that faculty
    9. one person nominated annually by the faculty from the Victorian Chapter of the Royal Australian Institute of Architects
    10. one person nominated annually by the faculty from the Victorian Chapter of the Australian Institute of Building
    11. one person nominated annually by the faculty from the Victorian Chapter of the Australian Institute of Quantity Surveyors
    12. one person nominated annually by the faculty from the Victorian Division of the Royal Australian Planning Institute
    13. one person nominated annually by the faculty from the Australian Institute of Landscape Architects
    14. the University librarian and the branch librarian
    15. two members of the full-time or fractional full-time professional staff elected by and from the professional staff of the faculty
    16. any other persons appointed by the Council under the provisions of Statute 5.1
  2. ARTS
    1. the following persons are members by reason of their office-
      1. the dean, deputy dean and associate deans of the faculty
      2. the deans, or their respective nominees, of the faculties of:
        • Architecture, Building and Planning
        • Economics and Commerce
        • Melbourne School of Land and Environment
        • Medicine, Dentistry and Health Sciences
        • Melbourne Graduate School of Education
        • Melbourne Law School
        • Music
        • Science
      3. the heads of schools of the faculty
      4. the general manager of the faculty
    2. not more than one member for every ten members of the full-time teaching and research staff of each school of the faculty who are nominated annually by the faculty in accordance with the procedures approved by Council on the recommendation of the faculty. Up to one may be a fixed-term academic appointment of at least 12 months from the time of nomination
    3. not more than two members of the staff of the University not eligible for appointment under (ii) who are concerned with the subjects in the courses for the degrees of the faculty, appointed by Council on the annual nomination of the faculty in accordance with the procedures approved by Council on the recommendation of the faculty
    4. four members of the professional staff elected annually by and from the professional staff of the faculty in accordance with the procedures approved by Council on the recommendation of the faculty
    5. Any other persons appointed by Council under the provisions of Statute 5.1
  1. ECONOMICS AND COMMERCE
    1. the full-time members of the staff of the status of lecturer and above in the several departments of the faculty
    2. one person nominated by the State Chamber of Commerce and Industry
    3. one person nominated by the Victorian Chamber of Manufactures
    4. one person nominated by the Australian Institute of Management (Melbourne Division)
    5. one person nominated by the Australian Bankers' Association
    6. one person nominated by the Institute of Chartered Accountants in Australia (Victorian Branch)
    7. one person nominated by the Business Council of Australia
    8. one person nominated by the Australian Society of Certified Practising Accountants
    9. one person nominated by the Australian Council of Trade Unions
    10. one person nominated by the Institute of Actuaries of Australia
    11. the dean of Melbourne Business School
    12. one person nominated by the Board of Management of Melbourne Business School
    13. two students elected annually, one of whom is an undergraduate and the other a postgraduate
    14. one member of the faculty of Arts nominated by that faculty
    15. one member of the faculty of Melbourne School of Engineering nominated by that faculty
    16. one member of Melbourne Law School nominated by that faculty
    17. two members of the professional staff elected by and from the professional staff of the faculty
    18. any other persons appointed by the Council under the provisions of Statute 5.1
  2. MELBOURNE GRADUATE SCHOOL OF EDUCATION
    1. the dean, deputy dean and general manager of the faculty
    2. the director of the Melbourne Education Research Institute (MERI), the research arm of the faculty
    3. associate deans, centre directors and assistant deans of the faculty not otherwise members of the faculty
    4. embers of the faculty in program leadership positions as designated by the dean
    5. four members of the academic staff elected by and from the faculty
    6. all members of staff who are members of the Board and who are not otherwise members of the faculty
    7. one member of up to three faculties nominated by the dean of Melbourne Graduate School of Education, each such member to be nominated by the dean of the relevant faculty
    8. two members of the professional staff elected by and from the professional staff of the faculty
    9. two students nominated by UMSU Incorporated from the undergraduate students enrolled in the faculty
    10. two students nominated by the University of Melbourne Postgraduate Association Incorporated from the graduate students enrolled in the faculty, one of whom must be a higher degree student
    11. any other persons appointed by Council under the provisions of Statute 5.1

    The faculty may co-opt the following additional members-

    1. two persons who are qualified in the fields of education, training or child care
    2. up to two persons from departments of the Victorian Government responsible for education, training or child care
    3. up to two persons from the faculties of Education in other Victorian higher education institutions
  3. MELBOURNE SCHOOL OF ENGINEERING
    1. the professors, readers, professorial fellows, principal research fellows, senior lecturers and senior research fellows who are members of the full-time staff of the departments of the faculty
    2. heads of the departments and schools of the faculty
    3. the Assistant Dean Academic
    4. not more than five persons elected annually from among their number by the full-time academic staff of the departments of the faculty of or below the status of lecturer or research fellow
    5. one person nominated by the Surveyor's Board, Victoria
    6. one person nominated by the Institution of Engineers, Australia
    7. up to two members of the professionall staff elected annually by and from the professional staff of the faculty
    8. each head of department may nominate up to two persons who are not University staff-members who will represent the engineering, computing and geomatics/surveying professions or special interest groups
    9. up to two persons who are not University staff-members nominated by the dean
    10. up to five student representatives elected annually comprising three undergraduate students and two postgraduate students one of whom is to be at the higher degree level
    11. the Assistant and Associate Deans of the faculty
    12. any other persons appointed by the Council under the provisions of Statute 5.1
  4. MELBOURNE SCHOOL OF LAND AND ENVIRONMENT
    1. the dean of the faculty;
    2. the deputy dean of the faculty;
    3. the professors and professorial fellows of the faculty;
    4. faculty managers nominated by the dean up to a total of five members plus the heads of schools and the heads of campuses of the faculty;
    5. four members of the academic staff from each of the faculty’s schools elected by the members of their school, who shall hold office for three years;
    6. two persons, elected from among their number by the professional staff of the faculty, as determined by the faculty who shall hold office for three years;
    7. three students enrolled in courses of the faculty, not being graduate students, elected annually from among their number as determined by the faculty, one of whom must be a Tertiary and Further Education award program student;
    8. one higher degree by research student enrolled in the courses of the faculty, elected annually from among their number as determined by the faculty;
    9. in consultation with the faculty, Council may appoint up to four persons who have expert knowledge and who are not members of the academic staff in the faculty, who shall hold office for three years;
    10. on the recommendation of the committee of convocation, Council may appoint one member who is representative of graduates of the faculty or the former Institute for one year;
    11. members of the board established pursuant to Regulation 5.1.R4, who are not otherwise members of the faculty;
    12. up to four persons co–opted by the faculty on the advice of the dean;
    13. two deans of other faculties, or the respective nominees of each of them, appointed on the advice of the dean;
    14. any other persons appointed by Council in accordance with the provisions of Statute 5.1; and
    15. the president of the Board or his or her nominee.
  5. MELBOURNE LAW SCHOOL
    1. the professors, readers, senior lecturers, lecturers, principal tutors, senior tutors and tutors, who are full-time teachers in the faculty
    2. up to five part-time lecturers in the faculty nominated by the dean
    3. full-time research fellows who are not visiting research fellows and who are appointed for a period of not less than a year
    4. the Law librarian or a person nominated by the librarian
    5. two members of the Victorian Bar nominated by the Victorian Bar Council
    6. two members of the Law Institute of Victoria nominated by the Council of that Institute
    7. one person nominated by the Victoria Law Foundation
    8. the Executive Director of the Australian Institute of Judicial Administration Incorporated
    9. two members of the professional staff elected by and from the professional staff of the faculty
    10. any other persons appointed by the Council under the provisions of Statute 5.1
  6. MEDICINE, DENTISTRY AND HEALTH SCIENCES
    1. the head of the school of Medicine
    2. the head of the school of Dental Science
    3. heads of the departments in the school of Medicine
    4. the head of the school of Physiotherapy
    5. the head of the school of Behavioural Science
    6. the head of the school of Nursing
    7. the head of the school of Population Health
    8. the head of the school of Rural Health
    9. the deputy head of the school of Medicine
    10. the deputy head of the school of Dental Science
    11. the deputy head of the school of Physiotherapy
    12. the deputy head of the school of Behavioural Science
    13. the deputy head of the school of Nursing
    14. the deputy head of the school of Population Health
    15. the deputy head of the school of Rural Health
    16. fifteen professors or professorial fellows appointed under Regulation 7.1.R4.5 from the departments in the school of Medicine elected annually by their fellows
    17. one professor or professorial fellow appointed under 7.1.R4.5 from each of the schools of Behavioural Science, Dental Science, Physiotherapy, Nursing, Population Health and Rural Health
    18. the head (or the head's nominee) of any other department or school responsible for teaching subjects in the undergraduate courses of the faculty of Medicine, Dentistry and Health Sciences
    19. the State Manager (Victoria) of the Commonwealth Department of Health and Ageing, or his or her nominee
    20. one person appointed by the Council after consultation with the Minister of Health for the State of Victoria
    21. the clinical deans in the faculty of Medicine, Dentistry and Health Sciences appointed under regulation made under Statute 5.3
    22. one person appointed by the Council, on the nomination of the general or special clinical school in which the persons have teaching or research responsibilities, from each of the general or special clinical schools established in each of-
      1. The Royal Melbourne Hospital
      2. Western Hospital,
      3. The Austin and Repatriation Medical Centre
      4. St Vincent's Hospital
      5. Barwon Health
      6. The Royal Children's Hospital,
      7. The Royal Women's Hospital
      8. The Royal Victorian Eye and Ear Hospital
      9. The Peter MacCallum Clinic of the Cancer Institute
      10. The Mercy Hospital for Women
      11. The Melbourne Extended Care and Rehabilitation Service
      12. Northern Hospital
      13. Goulburn Valley Health
      14. Ballarat Health Services
      15. Wangaratta District Base Hospital
    23. one person appointed by the Council on the nomination of the Board of Directors of Dental Health Services Victoria
    24. one person appointed by the Council on the nomination of the Victorian Medical Postgraduate Foundation
    25. one person, being a dental practitioner registered in Victoria, appointed by the Council on the nomination of the Dental Practice Board of Victoria
    26. one person appointed by the Council on the nomination of the Physiotherapists' Registration Board
    27. one person appointed by the Council on the nomination of the Australian Physiotherapists' Association (Victorian Branch)
    28. one person appointed by the Council on the nomination of the Nurses' Registration Board of Victoria
    29. one person appointed by the Council on the nomination of the Australian Medical Association (Victorian Branch)
    30. one person appointed by the Council on the nomination of the Australian Dental Association (Victorian Branch)
    31. one person appointed by the Council on the nomination of the Australian Psychological Society
    32. three members of the full-time salaried staff other than a professor of the status of lecturer or above from the pre-clinical departments in the school of Medicine elected annually by their fellows
    33. three members of the full-time salaried staff other than a professor of the status of lecturer or above from the clinical departments in the school of Medicine elected annually by their fellows
    34. one member of the full-time salaried staff, other than a professor, of the status of lecturer or above from the school of Physiotherapy elected annually by his or her fellows
    35. one member of the full-time salaried staff other than a professor of the status of lecturer or above from the school of Behavioural Science elected annually by his or her fellows
    36. one member of the full-time salaried staff other than a professor of the status of lecturer or above from the school of Nursing elected annually by his or her fellows
    37. one member of the full-time salaried staff other than a professor of the status of lecturer or above from the school of Dental Science elected annually by his or her fellows
    38. one member of the full-time salaried staff other than a professor of the status of lecturer or above from the school of Population Health elected annually by his or her fellows
    39. one member of the full-time salaried staff other than a professor of the status of lecturer or above from the school of Rural Health elected annually by his or her fellows
    40. two members of the professional staff elected by and from the professional staff of the faculty
    41. any other persons appointed by the Council under the provisions of Statute 5.1
  7. MUSIC
    1. the professors, readers, senior lecturers and lecturers of the full-time and fractional full-time academic staff of the department of Music
    2. not more than two members elected annually from among their number by the part-time academic staff of the department of Music
    3. not more than two members of the full-time tutorial staff elected annually from among their number by the full-time and fractional full-time members of the tutorial staff of the department of Music
    4. one member of Melbourne Graduate school of Education nominated annually by that faculty
    5. one member of the faculty of Arts nominated annually by the faculty of Arts
    6. one member of the Academic Board appointed by the Academic Board
    7. two members of the professional staff elected by and from the professional staff of the faculty
    8. any other persons appointed by the Council under the provisions of Statute 5.1
  8. SCIENCE
    1. the Dean, Deputy Dean and Associate Deans of the faculty
    2. all heads of departments or schools who teach recognised science subjects as defined in the Handbook for the faculty
    3. the deans of the faculties of Melbourne School of Engineering, Arts, Medicine, Dentistry and Health Sciences, Veterinary Science, Melbourne School of Land and Environment, Economics and Commerce or their respective nominees
    4. so many other full-time academic members of the staff of departments or schools of the faculty as may be prescribed, from time to time by the faculty and approved by Council, such that no department or school has more than three members. Each person to be a member of the faculty pursuant to this subparagraph is to be nominated by the head of the appropriate department following advice from the departmental committee
    5. so many other full-time academic members of the staff of departments or schools of other faculties which teach recognised science subjects as defined in the Handbook for the faculty of Science as may be prescribed, from time to time by the faculty and approved by Council, such that no department or school has more than two members. Each person to be a member of the faculty pursuant to this subparagraph is to be nominated by the head of the appropriate department following advice from the departmental committee
    6. two members of the professional staff elected by and from the professional staff of the faculty
    7. four undergraduate student representatives
    8. two postgraduate student representatives
    9. such other members as may be nominated annually by the faculty and appointed by the Council under the provisions of statute 5.1
  9. VETERINARY SCIENCE
    1. the professors, readers and senior lecturers in the school of Veterinary Science together with the heads of the departments of Chemistry, Physics, Botany and Zoology
    2. not more than eight members (not being members of the staff of the school of Veterinary Science) of the staff of the University appointed by Council on the nomination of the faculty
    3. not more than six persons appointed by Council upon the recommendation of the faculty drawn from persons concerned with the extra-mural livestock industry and the veterinary profession
    4. the dean of Melbourne School of Land and Environment
    5. three persons appointed by Council after consultation with the Minister for Agriculture
    6. two members of the professional staff elected by and from the professional staff of the faculty
    7. any other persons appointed by Council under the provisions of Statute 5.1

  10. VICTORIAN COLLEGE OF THE ARTS
    1. the director and dean of the faculty

    2. the deputy dean and associate deans of the faculty
    3. the heads of academic disciplines within the faculty
    4. the academic co-ordinator of the organisational unit known as the Centre for Ideas within the faculty
    5. the head of the entity known as the Wilin Centre for Indigenous Arts and Cultural Development
    6. the faculty general manager
    7. the manager, Student and Academic Programs/Support Services
    8. one member elected by and from the full-time and fractional full-time academic staff of each of the academic disciplines
    9. two members elected by and from the full-time and fractional full-time professional staff of the faculty
    10. one member elected by and from the undergraduate students in the faculty
    11. one member elected by and from the graduate students in the faculty
    12. one member appointed by and from the members of the VCA advisory board
    13. two members from any two of the faculties of Arts, Architecture, Building and Planning, Melbourne Graduate School of Education, Music and Science appointed by invitation of the director and dean of the faculty

    When the faculty is first established:

    1. with a total of six academic disciplines at that time, three of the members elected pursuant to (viii) shall be elected for a term of two years and the other three members for a term of one year;
    2. one of the members elected pursuant to (ix) shall be elected for a term of two years and the other member for a term of one year;
    3. the one member in each case elected pursuant to (x) and (xi) and appointed pursuant to (xii) shall be elected or appointed, as applicable, for a term of one year; and
    4. one member appointed pursuant to (xiii) shall be appointed for a term of two years and the other member appointed for a term of one year.

    Thereafter:

    1. all members elected pursuant to (viii) and (ix) shall be elected for a term of two years;
    2. all members elected pursuant to (x) and (xi) or appointed pursuant to (xii) shall be elected or appointed, as applicable, for a term of one year; and
    3. all members appointed pursuant to (xiii) shall be appointed for a term of two years.
