17.1.R9 - Membership of The University

  1. (1) Section 4(1) of the Melbourne University Act 1958 provides-

    "A University is hereby declared to have been established on the 11th day of April 1853 at Melbourne.  The University shall be a body politic and corporate by the name of "The University of Melbourne" and shall for all purposes be deemed to be the same body corporate and politic as the bodyunder that name consisting formerly of a council and a senate but which shall now and hereafter consist of-

    1. a council and its members;
    2. the graduates;
    3. the professors;
    4. members of the academic staff;
    5. members of the faculties and boards of studies;
    6. the graduate students;
    7. the undergraduate students;
    8. the diplomates;
    9. such members of the staff of the University, other than the academic staff, as are designated from time to time by the council;
    10. such members of the staffs of the affiliated colleges as are designated from time to time by the council as members of the University; and
    11. such students (if any) as are neither graduate students nor undergraduate students."

    Membership of the University, in addition to the privileges and rights attracted by membership of the body corporate, also attracts the right to vote in elections affecting the interests of the members overall, or in their several categories.

  2. Academic Staff

    Council (3/3/75) has designated as members of the University in accordance with Section 4(1)(d) of the University Act, the academic staff (and at the  same time, the academic staff for the purposes of Regulation 7.1), as-

           "All staff whether full‑time or part‑time evidencing a regular commitment to the University who hold an appointment under-

                       Regulation 7.4      -               Visiting Teaching and Research Staff, Academic Associates
                       Regulation 7.5       -               Readers
                       Regulation 7.1       -               Teaching and Research Officers"

  1. General Staff

    1. Council (3/3/75) has designated as members of The University in accordance with Section 4(1)(i) of the University Act the following categories of general staff-

      All general staff of the following categories whether full‑time or part‑time evidencing a regular current commitment to the University-

      1. Typists, Stenographers and Secretaries from the level of Junior Typist and above Clerical Assistants, Clerks and administrative staff of the level of Junior Clerical Assistant and above
      2. Technical staff of the level of Junior Technical Assistant Grade B up to Laboratory Manager Grade 4 and including Bacteriologists
      3. Library staff of the level of Junior Library Clerk and up to Librarian Grade II
      4. Archives Staff
      5. Library Attendant Grade I and II
      6. Data Processing and computer staff
      7. Porters, Building Supervisors, Traffic Attendants, Clerks of Work Foremen and Maintenance staff and those paid under Industrial Awards, Cleaners and Gardeners
    2. Professional Engineers and Architects and Draughtsmen-
        1. Provided such staff evidence a regular  current commitment to the University."

          (A person who is on the normal University payroll system and in receipt of a regular monthly, fortnightly or weekly salary within one of the classifications listed above is regarded as evidencing a regular current commitment to the University.  A casual employee paid on an ad hoc basis is excluded.)
  1. General Provision

Any staff member evidencing a regular current commitment to the University who is not on the roll may apply to the Returning Officer to be placed on the appropriate roll, "and on being enrolled is thereby designated as a member of the University or determined to be a member of the academic staff for the purposes of Statute 7.1".

 

 

 

This regulation became a regulation by virtue of sub-section 7(2) of the University Acts (Amendment) Act 1994.
