Regulation 11.1.A3 - Examination Rules and Supervision

This regulation is made by the Board, to prescribe the conduct of students in relation to assessment and the powers of supervisors in relation to any supervised component of assessment.

MANAGEMENT AND SUPERVISION

Part A - General

  1. The word ‘student’ in these rules means any person who is being assessed and any person who is an enrolled student of the University who-
    1. enters a room (‘an examination room’) where a formal supervised written examination (‘an examination’) is taking place or is about to take place;
    2. enters any other room or other area where performance of a component of assessment is taking place; or
    3. takes part in the performance of a component of assessment,

    but does not include a person engaged in the administration or supervision of a component of assessment (‘a supervisor’).

  2. A student who enters an examination room or other area to take part in the performance of a component of assessment is bound by this regulation.

  1. A student must not by act or omission do anything which has the purpose or has or is likely to have the effect of obtaining for that student or any other person an advantage, in or arising out of the performance of assessment, by unauthorised, unscholarly or unfair means.
  2. In determining whether an advantage is intended or is, or is likely to be, obtained, the fact that such an advantage is not or could not be obtained due to circumstances beyond the control of the student concerned must be disregarded.
  3. Without limiting the generality of sub-sections (1) and (2), a student must not during or in connection with the performance of any component of assessment-
    1. use any unauthorised or prohibited information, books, notes, paper or other materials;
    2. directly or indirectly assist any other student or accept assistance from any other person;
    3. copy from or otherwise use the answer of any other person engaged in the performance of the same or comparable component of assessment or permit any other person to copy from or otherwise use his or her answer;
    4. submit or represent as the work of the student the whole or part of published or unpublished material written or prepared by some other person.
  4. A student must not assist, or attempt to assist, any person, to do anything prohibited by sections 2(1) and (3).
  5. The examiners in any subject or the head of the department responsible for giving the lectures in the subject (or the dean where a dean acts in place of a head of department on a board of examiners) may, by notice in writing published to students in that subject, whether with the details of subjects or otherwise, exempt them either generally or in connection with the performance of a particular component or components of assessment, from compliance with section 2(3)(b).

  1. Any student of the University who commits a breach of section 2 of this Part is guilty of academic misconduct under Statute 13.1.
  2. Any person committing a breach of any of the provisions of this regulation who is not a student of the University may be dealt with according to law.

Any student of the University who during or in connection with the performance of any component of assessment–

  1. causes a disturbance, annoyance to or interferes with, any other student;
  2. disobeys any instructions or directions given for the performance of a component of assessment;
  3. disobeys any reasonable instructions of a supervisor;
  4. refuses or fails to answer any reasonable question put by a supervisor,

is guilty of general misconduct under Statute 13.1.

Part B - Examination Rules

Rules in this Part apply to every component of assessment consisting of a formal supervised written examination

Students are required to bring to the examination room their student card, which contains their enrolment number, which must be displayed on their desk for the duration of the examination.

A student may bring into the examination room loose pens, pencils, erasers and mathematical instruments.

Calculators may not be brought into the examination room unless their use is required or permitted by the examination board for the subject in question. Such requirement or permission is subject to compliance with the Conditions for Use of Electronic Calculators approved by the Board from time to time and published with the details of subjects.

Subject to section 8, the possession of electronic devices for use in examinations is not permitted except with the approval of the Board.

  1. A student must not bring into the examination room any loose notes, papers, manuscripts, books, notebooks, mobile telephones, audio equipment, diaries, pencil cases, loose calculator cases, bags or other equipment or materials unless-
    1. they are required or permitted under sections 6, 7 or 8;
    2. specific permission has been given by the examiners in the subject concerned and any conditions to which that permission is subject have been complied with; or
    3. they are left in a place indicated by the supervisor or placed under the chair of the candidate with the approval of the supervisor.
  2. A supervisor who believes that any matter has been brought into the examination room in contravention of sub-section (1) must forthwith take possession of that matter but if the student disputes that a contravention has occurred and the student wishes to remain in possession of the matter during the examination, then the supervisor must take possession of the matter at the end of the examination.
  3. A supervisor who takes possession of matter under sub-section (2) must make a note of the relevant events and report them to the relevant faculty dean or, where the student concerned is enrolled in a course which does not pertain to a faculty, to the chairperson of the committee or sub-committee of the Board which has responsibility for the student's assessment.

Alcoholic drinks may not be brought into the examination room.

No student may enter the examination room more than half an hour after the commencement of the session.

No student may leave the examination room until half an hour after the commencement of the session or during the last quarter of an hour of the session.

Smoking is not permitted in the examination room.

Unless otherwise specified at the head of the examination paper no student may commence writing or make any use of books or other materials until the signal to do so is given.

Students may write only on the paper supplied

No student in an examination room may communicate with any other student save with the permission of a supervisor.

A student who leaves the examination room and wishes to be readmitted must previously obtain the approval of a supervisor who may require that the student be accompanied by a supervisor during the full period of absence.

Examination script books must be submitted intact; no part of any book may be taken out or destroyed.

No writing of any description (including numbering of questions and completion of covers) is to be done after the signal to cease writing.
21
Students must not remove from the examination room any script book or other University property

CONDUCT OF STUDENTS AND POWERS OF SUPERVISORS

Part A - General

Assessment is available only to currently enrolled students of the University.

  1. The components of assessment may include -
    1. any examination, essay, test, exercise, article, thesis or other requirement prescribed in the details of subjects or determined by an examination board; and
    2. any additional assessment administered by an examination board.
  2. Components of assessment may be administered in any form and subject to any conditions specified in the details of subjects or determined by the appropriate examination board.
The following Directions apply to all components of assessment.

  1. It is the duty of students to ascertain the dates and times at which they are required to attend for examinations or for the performance of other components of assessment. For formal end-of-semester examinations, the timetable is accessible through the Student Portal at the University website. Details of practical and oral examinations will be prepared by examiners and notified to students. Times for submission of essays and similar written work will be notified to classes by examiners. As notifications to students are normally made through their University email accounts, all students should monitor their accounts carefully for advice of assessment matters.
  2. Absence or lateness due to misreading the timetable or similar error does not entitle a student to any further examination or special consideration.

Students are forbidden to communicate with examiners as to the result of a component of assessment before the publication of results of that component. Any necessary enquiry should be made in writing to the academic registrar.

The final results for any subject will not be officially notified to students before the completion of assessment in that subject and formal publication by Student Administration.

No information regarding examination dates, times, locations and results will be given by telephone.

A further component of assessment, oral, written or practical, may be administered by the examiners in any subject at short notice and before the publication of results. Students must therefore ensure that they are able to be in Melbourne at short notice, at any time before the publication of the results.

As a request to attend for a further component may be notified to students by email, post or by telephone and results may be published by post, each student is responsible for ensuring that Student Administration has a current postal address and telephone number for them   Students are expected to consult their University email account during this period for any notifications:  formal notices related to assessment will not be sent to other email addresses.

  1. Special consideration in respect of assessment may be given to a student if -
    1. the student's work at any time during the academic year has, to a substantial degree, been hampered by temporary illness or other unforeseen cause;
    2. the student has been prevented by temporary illness or other unforeseen cause from preparing or presenting for all or part of a component of assessment; or
    3. the student was to a substantial degree adversely affected by temporary illness or other unforeseen cause during the performance of a component of assessment.
  2. Applications should be directed to the general manager of the student's faculty and should be made, if on ground (a), not later than three days after the date for submission of the final component of assessment in the subject; if on grounds (b) or (c), not later than three days after the date for submission of the component in question. Every application must be in writing on the prescribed form, supported by a medical certificate or report or other appropriate evidence of the grounds on which the applicant relies.
  3. Applications for special consideration requiring extension of time for submission of a component of assessment should be made in the department concerned and in the manner prescribed in the appropriate details of subjects.
  4. Special consideration under sub-section (1) above will not be granted in relation to any illness or cause considered or eligible for consideration under the Board’s policies concerning chronic disadvantage.
Part B - Components Other Than Formal Supervised Written Examinations

Specific written directions as to the administration of essays, take-home examinations, written, oral or practical tests and any other component of assessment which is not a formal supervised written examination, will be made available to students by the examiners in the subject and posted on departmental noticeboards.
Part C - Formal Supervised Written Examinations (‘Examinations’)

Students having two or more examinations set down for the same session must notify Student
Administration at least two weeks before the examination is due to be held in order to arrange special sittings of the examinations. A supervised lunchtime period may be required.

  1. Three-hour examinations will normally commence at 9.30 am and two-hour examinations will normally commence at 2.15 pm.
  2. Examinations of intermediate duration must be conducted by departments.
  3. Students will normally be admitted to the examination room fifteen minutes before the commencement of the session for the purpose of reading the paper. Any variation of this practice will be notified to students by the department concerned, and indicated in the instructions to students provided at the start of each assessment.
  4. Common-content subject pairings involving examinations of different length will not be accommodated within a single examination session.

Where books and other materials are permitted to be taken into the examination room, students must obtain details of what is permitted from the department concerned. The examination paper will also state what is permitted.

Prior to entering the examination room, students must ascertain their seat numbers from lists published through the student portal or from lists posted at the entrance to the examination room.

Any student who has not been allocated a seat number should report to the supervisor in charge of the examination before the commencement of the session.

In the examination room-
  1. On entering the examination room students should proceed without delay to the numbered seats allocated to them on the seating list.
  2. A signal will be given when writing may commence.
  3. The time allocated for the writing of answers will be shown on the front page of the examination paper.
  4. When the signal is given and before answering any questions, students must fill in the information required on the cover of the script book, or the examination paper and/or answer sheet, as appropriate. If more than one book or examination paper and/or answer sheet is used the same information must be completed on each book, examination paper and/or answer sheet.
  5. Answers should be written only on the ruled pages; unruled pages are for rough work.
  6. The answer to each question should begin on a separate page.
  7. The number of the question being answered should be written at the right hand top of each page thus: “Q1”.
  8. A student who requires paper or other materials, or who wishes to speak to a supervisor, should raise his or her hand and keep it raised until the arrival of a supervisor.
  9. A student who does not answer any questions must submit a blank script book with the information on the cover completed.
  10. A warning signal will be given ten minutes before the end of the examination and a final signal at the end, when all writing must cease. Students should enclose each book used in the cover of the preceding book together with any graph paper or other special paper or material which has been supplied for the examination and must remain seated until all books and materials have been collected by supervisors.
ASSESSMENT: DISPUTES AND QUESTIONS REFERRED TO THE ACADEMIC BOARD

Any reference to the Board of a dispute or question arising under this regulation or with regard to the Board’s assessment policies shall be made in writing to the Academic Secretary setting out concisely the nature of the dispute or question, the determination which is sought and the basis on which the person referring the dispute or question relies in seeking the determination

On receipt of such a reference the President of the Board, or if the President is involved in the dispute in question, the next senior officer of the Board not so involved or, if all three officers are unable to act, an experienced and appropriately independent member of the Board, shall have the handling of the matter, which may be conducted through a committee with duly delegated authority of the Board under Statute 4.1.5 (the delegated committee).

The Board or the delegated committee may invite any person who it considers may be able to assist it to make a written statement, or to attend in person at a meeting, and shall so invite the person referring the dispute or question.

A person invited to attend at a meeting of the Board or the delegated committee shall be entitled to address the meeting and may be accompanied by one other person who may, at the discretion of the Board or delegated committee, address the meeting.

If at any time it appears to the President or other senior officer as provided in section 19 that the dispute or the question would be more appropriately dealt with in part or in whole under any other statute or regulation then that officer shall take such action as may be required to ensure that the dispute or question is so dealt with.
