Subject Description | Government powers and legislation. The Planning and Environment Act. The Administrative Appeals Tribunal Act. The structure and coordination of the administration of planning in Victoria. The Melbourne Planning Scheme. Non-conforming uses. Permits. Factors affecting the exercise of a discretion by Planning Authorities. Judicial review. Reform of the planning system: the Victorian Planning Provisions. The preparation, submission and examination of planning schemes; planning organisations, the exercise of development control. |
Assessment | Two written assignments equivalent to not more than 3000 words (50%), and one three-hour examination (50%). |
