Subject Description

Processes of urban planning and development: the means by which the factors of production, land, labour and capital, are brought together in the development of the built environment. The role of various individuals, groups, organisations, governments, government departments and agencies, etc. that are active in urban development and their relative influence. The economic and social significance of land and buildings. The social interest in urban development and the built environment. The negative externality effects of urban development and the rationale for public intervention in the process through planning and regulation. Processes of urban planning and planning theory: the concept of urban planning and its role in the process of urban development. The role and significance of real estate and its ownership in urban development The origin and evolution of planning in Australia. The status and scope of planning in Victoria. Implementation in urban planning: its function and form. Statutory Development Plans: the components of a Planning Scheme under the Planning and Environment Act and the administrative procedures under that Act. The concept, substance and practice of development regulation, land use zoning and comprehensive planned development. The role and influence of urban planners in urban developments.

Assessment

Two hours of examination, tutorial papers and an assignment of not more than 3000 words.
