Regulation 8.1.R5 - The Medley Hall of Residence1

Interpretation

  1. In this regulation-

"Medley Hall" and "Hall" means the Medley Hall of Residence;

"principal" means the principal of Medley Hall;

"deputy principal" means the deputy principal of Medley Hall.

Establishment

  1. Medley Hall is established as a place of residence, education and corporate life for students and for the purpose of encouraging understanding and friendship among students.

Management of Medley Hall

  1. The control and management of Medley Hall are exercised on behalf of the Council by the council of Medley Hall.

The council of Medley Hall

  1. The council of Medley Hall is to be constituted by regulation of the Council and, subject to any direction given by the Council, or by the vice-chancellor on behalf of the Council,-
  1. is responsible for the management, good government and discipline of the Hall; and
  2. has any other powers, including the power to make rules, necessary to carry out its responsibilities under this section.

The principal and staff

  1. (1) The Council must, on the recommendation of the council of Medley Hall, appoint a principal and a deputy principal.

(2) The principal and deputy principal are officers of the University subject to the direction of the council of Medley Hall.

(3) Subject to the availability of funds, the council of Medley Hall, on behalf of the Council, may employ such staff as it considers necessary for the purposes of the Hall and determines the terms and conditions of each member of staff so employed.

Responsibilities and powers of the principal

  1. (1) Subject to the direction of the council of Medley Hall, the principal is responsible for the day to day management of the Hall.

(2) In addition to any powers of discipline conferred by any other statute, the principal exercises any powers necessary for, or incidental to, performing the responsibilities of the principal's office.

(3) If the principal is absent or unable to act, the deputy principal or a member of the council of Medley Hall appointed for the purpose, is responsible for the day to day management of the Hall.

Meetings

  1. The council of Medley Hall must meet at least once in each semester and must report to the Council after each meeting.

Recognition of services to the Hall

  1. (1) The Council may, on the recommendation of the council of Medley Hall in recognition of conspicuous services to the Hall, confer the honorary title of Fellow of Medley Hall upon any person who has been associated with the Hall as a member of its council or in an academic or administrative capacity or as a benefactor.

(2) A recommendation for conferring an honorary title under sub-section (1) must be made by the council of Medley Hall only if the recommendation is carried by the unanimous vote of members of the council of Medley Hall in a secret ballot conducted in accordance with procedures determined by the council of Medley Hall.


1 Under section 18 of the Act, the Council has full power to make and alter statutes for and with respect to the establishment by the Council of hostels and halls of residence for students and for the management, control and closing of any such hostels.

In 1953 the Victorian Government transferred to the University the property situated at 46-48 Drummond Street, Carlton, known as the Medley Hall of Residence to be used as a place of residence, education and corporate life for students pursuing tertiary studies.

The University has since acquired a property at 56 Drummond Street, Carlton for the purposes of Medley Hall and has substantially increased the accommodation for students at Medley Hall by building extensive additions to the original.
