Regulation 6.1.R6 - Veterinary Clinic and Hospital of The School of Veterinary Science

Interpretation

  1. In this regulation-

"Clinic" or "department" means the Veterinary Clinic and Hospital of the School of Veterinary Science;

"School" means the School of Veterinary Science established under section 6 of Statute 6.1;

"faculty" means the faculty of Veterinary Science.

The Veterinary Clinic and Hospital

  1. A Veterinary Clinic and Hospital of the School of Veterinary Science is hereby established as a department within the faculty and as a part of the School of Veterinary Science established under section 6 of Statute 6.1.

Objectives of the Clinic

  1. The objectives of the Clinic are -
    1. to enable students in the courses for the degrees and diplomas of the faculty to receive clinical instruction and training and to conduct research under the supervision of the School;
    2. to promote and encourage research in a hospital environment into diseases and disabilities affecting animals and to provide the facilities for such research; and
    3. to provide veterinary services of a medical, surgical and pathological consultative nature to the community.

Board of management

  1. (1) The Council must establish a board of management of the Clinic consisting of-
  1. the vice-chancellor, who is chairperson of the board of management;
  2. the dean of the faculty;
  3. the professors and heads of the departments of the School; and
  4. three persons appointed by the Council on the recommendation of the board of management.

(2) Subject to the statutes and regulations, the board of management must-

  1. regulate its own affairs;
  2. develop and recommend to the Council policies that will enable the Clinic to attain its objectives;
  3. prepare annual budgets for submission to the Council; and
  4. report to the Council annually on the affairs of the Clinic.

(3) The board of management may approve the disbursement of any funds derived directly from fees or donations received from users of the veterinary services provided by the Clinic and must include in its annual report to the Council, in a form specified by the Council, financial statements in respect of any such funds.

Committees of the board of management

  1. The board of management may establish committees and, with the consent of the Council, may delegate any of its powers and responsibilities to any committee which it has established.

Director of the Clinic

  1. (1) On the recommendation of the board of management, the Council must appoint a director of the Clinic who, by virtue of the office, is the head of the department.

(2) The director of the Clinic is responsible to the Council through the dean of the faculty for the administration of the Clinic in accordance with the statutes, regulations and any directions of the board of management.

(3) With the approval of the board of management, the director of the Clinic may appoint persons whose services are required for special functions of the Clinic, upon the conditions prescribed under section 7 below.

Staff

  1. On the recommendation of the board of management, the Council must-
    1. appoint such persons to the staff of the Clinic as it considers appropriate; and
    2. determine the conditions and terms of appointment to apply to particular appointments or classes of appointment to the staff of the Clinic.
