R6.28 - HARBISON-HIGINBOTHAM RESEARCH
SCHOLARSHIP
Recitals-
- The Harbison-Higinbotham Research Scholarship
was established in 1913 following the University's receipt, in 1912,
of a donation of £2,500 from the administrators of the estate
of one William Harbison. Prior to his death Mr Harbison, a timber
merchant, had expressed his intention of founding a scholarship in
the University to perpetuate the memory of George Higinbotham, a former
Chief Justice of the Supreme Court of the Colony of Victoria. No other
conditions were attached to the gift and the scholarship, which has
always been administered by the faculty of Arts, has been open to
competition in the areas of History, Economics, Politics, Administration,
Government and Sociology. Its value in 1994 was $1,000.
- Prior to the late 1980s the scholarship was open
to the best thesis in the listed fields and attracted entries ranging
from published books to theses from other institutions.
- At 31 December 1994, the scholarship fund, comprising
both capital and accumulated income, totalled $27,572 and the publication
fund, comprising identical elements, totalled $141,196. The combined
total of these two funds is $168,768 and forms the 'Harbison-Higinbotham
Research Scholarship Fund'.
- On 24 March 2003 the Supreme Court of Victoria
made an Order enabling the University, on the recommendation of the
Dean of the School of Graduate Studies, to award a scholarship to
a student enrolled for a higher degree by research in history, economics,
politics, administration, government or sociology.
- At 31 December 2002 the capital was $181,743.49
and the cash balance was $50,221.36.
It is provided as follows-
- The sum of $181,743.49 and any accumulations
and additions to the sum forms a fund called the 'Harbison-Higinbotham
Research Scholarship Fund' ('the fund') and must be paid into an investment
pool and remain there until the Council directs otherwise.
- The scholarship is to be awarded by Council
on the recommendation of the dean of the school of Graduate Studies
('the dean') to a student enrolled for a higher degree by research
in history, economics, politics, administration government or sociology.
- The term of the scholarship is to be determined
by Council on the recommendation of the dean provided that such term
will not exceed three years.
- The scholarship has in any year the value of
the net annual income of the fund for that year.
